Are three 15 watt solar panels supposed to give me 3 times the amount that what I have now?

I have Three 15 watts solar panels, I saw that one 15 watt solar panel can reach 23 watts at peak time. And on my battery regulator it only reads 14 watts for 3 panels, so my question is, Are 3 panels supposed to give me 3 times the amount that what I have now?

The power rating given for a solar panel (15W in your case) is the maximum output you can achieve under perfect conditions. These conditions include:
- clear sky and no haze
- noon time
- panel oriented perpendicular (90 deg. angle) to the incoming sun rays
- panel clean and in perfect conditions
- optimum load drawing power from the panel

Since in any real situation these will not all be met, the power output you get is smaller. On an overcast day or when the panel is not looking directly at the sun (e.g. in the morning/evening) or when too much/too little power is drawn, you get much less output.
