Inverters wind alternative energy?

I have a small windmill with 3 deep cycle batterys a 800 watt inverter I put in 6 - 23 watt COMPACT FLUORESCENT BULBS my inverter will not start them sometimes do I need a starter or is there sothing else I can do? thanks
it is now 33 degrees F now my inverter is under roof but still 33F it seams that it not making a lot of electric. I plug a 1/2" drill in and it will start but slow after a minute or so it will be powered up with the drill on I can sometimes turn on the lights the inverter is a sine wave.if were warmer do you think it would work?
from windmill its 3 phase ac goes through a rectifier near batteries =dc the inverter is 800 watt ac so I have 800 watt ac 120 v. 1600 watt peak

Is the Windmill putting out AC or DC power?

If AC then you are using the inverter to charge the batteries. If it is DC you are using the inverter to convert from the windmill/battery DC circuits to your AC appliances.

Next I am wondering how you have the batteries wired. Are they in a series or parallel. Does this match your inverter voltage or does the inverter voltage match the appliances it sounds as if this is a likely issue?

Last I am wondering what you are doing about regulating the voltage of your wind generator.

While the low temperature may affect the batteries it should have no harmful effect on the inverter, but you could check the operating temperature range of the unit to be sure.
